Ah, you should chat to jinxremoving about this - she works for a sex workers support project, here in Scotland where we have semi-tolerated brothels, and she says it is not at all a total answer, as street-based sex workers are not the same (group of) people as premises-based ones, so they need solutions for them as street-based workers. And that being in a legal or tolerated premises isn't necessarily rosy anyway.
